ABOUT US
The Peter and Carmen Lucia Buck Foundation was established in 1999 as a private family foundation seeking to improve the quality of life in the communities it serves. With its grants and in the work it supports, the Foundation pursues a paramount goal of "Giving motivated people the tools they need to help themselves."
Over the years, the Foundation's grants have become focused in seven sectors: Community Services, Danbury, CT Area, Education, Land Conservation, Medical, Selected Projects, and Discretionary.
APPLY
The Foundation does not accept unsolicited grant applications.
While unsolicited written materials will not be favorably reviewed, an organization may call the Foundation at any time to discuss the possibility of applying for funds. We recommend, prior to any call, a careful review of the Foundation's sectors, as described on this website.
For organizations and projects closely aligning with the Foundation's guidelines, an initial phone conversation may lead to further discussions and/or a site visit. The Foundation requires an in-person meeting before a grant is awarded to a first-time applicant.
The Foundation has an application form to guide organizations in preparing and presenting their proposals. For organizations invited to apply for funding, applications are sent in January. Completed applications must be submitted by February 28 to be acted upon at the Foundation's May meeting. Although limited grant-making is conducted at a November meeting, proposals are considered at that time only if special circumstances so warrant.
Ultimately, all final decisions on Foundation grants and expenditures are made by the four-member governing Board of Directors.
Please know that the Foundation receives numerous inquiries and grant requests and is, unfortunately, unable to consider or support all projects, even though these projects may have merit.

Danbury, CT Area
The Foundation is committed to improving the quality of life in and around Danbury, Connecticut. Grants are focused on organizations that address basic needs of the homeless and that provide services for the elderly in Danbury. The Foundation initiates all grants in this sector.
Discretionary
Discretionary grants are awarded to organizations identified and selected by members of the Board of Directors, based on personal interests and concerns. Each Director has a limited annual budget for such grants and individually controls decisions made over his/her discretionary funds.
Education
The Foundation supports organizations that strive to provide all children with access to an excellent education. Focusing on the geographies of New York City and Connecticut, the Foundation makes grants in three areas: 1) Charter Schools, 2) Advocacy, and 3) People Quality.
The Foundation believes that charter schools offer effective models for providing high quality education, with proven track records in part due to their operational practices and cultures. Accordingly, the Foundation supports the growth of a robust charter school sector.
The Foundation also recognizes that much of what happens in a classroom is significantly impacted at the policy level and, therefore, supports efforts — under the broad umbrella of advocacy — to create positive environments and operating frameworks for high-quality schools.
Both research and practice have indicated that teachers and leaders are the two most important levers for student achievement. Accordingly, the Foundation seeks opportunities to support the recruitment, training, and retention of effective teachers and leaders who will work in both charter and district schools.
The Foundation initiates all grants in this growing sector.
Land Conservation
The Foundation supports organizations working to conserve land and promote smart growth in New York's Hudson River Valley region and, to a more limited extent, in Connecticut. Grants are made to local, statewide, and regional organizations working within the geographic focus area, as well as to a select group of national organizations whose work has a direct impact upon the success of these efforts.
Priority is given to conservation organizations that work strategically to create or connect key corridors of open space and preserve productive farmland. Such organizations may also engage in planning, policies and funding that support land conservation, promote alternatives to urban sprawl, and offer educational programs in these areas. The Foundation initiates all grants in this sector.
Medical
The Foundation supports organizations seeking to improve the efficacy of health care services and systems, both in the U.S. and abroad. With its domestic grants, the Foundation supports programs that assist patients through the medical continuum from diagnosis to ongoing treatment. This primarily includes various comprehensive, coordinated, patient care models and programs promoting access and adherence to prescription medication. With its international grants, the Foundation supports organizations that provide primary healthcare services in the developing world, where the formal health system is either nonexistent or inaccessible, giving preference to organizations utilizing Community Health Workers (CHWs). The Foundation initiates all grants in this sector.
Selected Projects
One of the Selected Projects is the Institute of Puerto Rican Culture, which maintains a museum that was the home of Puerto Rico's first native governor, who was the grandfather of the Foundation's current President.
In partnership with Fundação Ceciliano Abel de Almeida and the Federal University of Espirito Santo, the PCLB Foundation created a clinic in 2009 - Clinica Carmen Lucia - to provide medical and dental care in one for the poorest areas of Vila Velha, Brazil. This project was a request of Carmen Lucia Buck, a founding Board member, and the family endeavors to fulfill her interests. The Foundation anticipates continuing annual support of this program.
A third grant is to ABRAS, a nonprofit organization in Brazil that supports other charities in the region.
All grants in this sector are initiated by the Foundation.

The Foundation currently awards grants in seven sectors:

Grants are awarded primarily to organizations located in New York and Connecticut. The special projects grants to organizations in Puerto Rico and Brazil are made in recognition of Board interests and family ties in those locations.
Additionally, funding policies require that:
- Grants are made only to non-profit charitable organizations that are tax exempt under Section 501(c)(3) of the Internal Revenue Code, or to public governmental units.
- The Foundation awards grants for general operating and project support. Requests are also considered for endowment and capital needs, but only after prior discussion between the applicant and Foundation staff.
- The Foundation does not consider support for other private foundations, ticketed events, political purposes, lobbying purposes, or to individuals.
